Tineke Cunningham has been the Head of Deployment for the ESN Project since April 2024, leading the successful coordination and delivery of complex programme activity across emergency services. With over 15 years’ experience working within Fire and Rescue Services and emergency communications programmes, Tineke brings extensive expertise in programme management, stakeholder engagement, operational delivery, and multi-agency collaboration.

Prior to her current role, Tineke worked with the National Fire Chiefs Council (NFCC) and the Home Office as an ESMCP Regional Coordination Manager, supporting Fire and Rescue Services across England preparing and planning for mobilisation and transition stages of the Emergency Services Network. Her career also includes operational leadership roles within West Midlands Fire Service, where she developed strong experience in people management, resilience, and emergency response coordination
