Why policing needs a better way to capture, connect and operationalise learning.

Every day, policing generates valuable operational knowledge through incidents, investigations, reviews and frontline activity. Yet too often that knowledge remains fragmented across systems, buried in documents or held within individual experience, making it difficult to apply consistently across future operations.

The result is repeated work, avoidable operational drag and lost organisational capability.

Bringing together Superintendent Matt Tite of Gloucestershire Constabulary, Professor David McIlhatton, Associate Pro-Vice-Chancellor for National Security & Defence at Will Coventry University, and Marcus Ralphs, Head of New Markets at Whitespace, this session will explore how policing can better capture, connect and operationalise the knowledge it already holds - and where governed AI can play a practical role.

The discussion will draw on Whitespace’s work with Gloucestershire Constabulary, supported by Defence Holdings as part of its sovereign AI investment strategy, exploring how AI can reduce the time spent turning interview recordings into ROTI/ROVI documentation for CPS submission. But the lesson goes beyond transcription: policing holds huge amounts of operational knowledge across audio, video, documents and review material, much of which remains difficult to structure, reuse and act on.

Rather than discussing AI for its own sake, the panel will focus on practical operational outcomes, trusted adoption and what it takes to move from isolated information and lessons towards more continuous operational learning and improvement.
